Job Title: On-Site Property Manager at The Annex (two positions)

Job Purpose:
MCCAC’s two On-Site Property Managers play a key role in working to promote stabilization and safety for guests of MCCAC’s Navigation Center “Annex”. The Annex is a transitional shelter and housing site in The Dalles focused on supporting houseless people to achieve the self-sufficiency necessary to secure permanent housing and stabilize there long-term. On-Site Property Managers have the option to live on-site at The Annex at no cost to them (two separate units are available—one unit has one bedroom, one bathroom, and a full kitchen, and the other unit has two bedrooms, one bathroom, and a full kitchen). Regardless of whether On-Site Property Managers choose to live on-site at The Annex, they serve as the primary on-call MCCAC staff members who are on-site overnight in order to monitor the on-call phone and respond to emergencies or incidents that take place (in coordination with an on-site private security firm). On-Site Property Managers also ensure guests’ units and the site overall remain clean, tidy, and well-maintained. In coordination with the Regional Shelter Operations Manager, they address groundskeeping, maintenance, and supplies needs. Additionally, On-Site Property Managers write and share overnight on-call shift reports with other Annex staff and MCCAC’s leadership team. They clean and prepare shared spaces at The Annex, including for the upcoming day’s events, such as group sessions. They also provide regular support to the Regional Shelter Operations Manager by conducting data entry, program compliance, logistical, and deep cleaning activities each time a new guest moves in or out of a unit.
Duties, Tasks, and Responsibilities:
Operations and Administration
On-Site Property Managers each complete 10-15 hours of paid daytime work each week, in addition to being on-site and responding to the on-call Annex cell phone in the event of emergencies or incidents during a designated set of overnight, on-call shifts each week.
During each daytime shift (between 8am-11am or 12pm on designated days), On-Site Property Managers:
Write a report about the previous night’s overnight/on-call shift and share it with other Annex staff, Regional Shelter Operations Manager, and other members of MCCAC’s leadership team
Conduct wellness checks (health and safety inspections) of each guest’s unit and address issues identified during inspections if needed, including by following defined procedures if guest guidelines have been broken
Complete perimeter walk around the entire site and pick up/dispose of trash or other litter as necessary; also assess exterior of buildings for maintenance issues, vandalism, etc.
Complete daily cleaning and tidying activities such as dumping trash bins and replacing bags, sanitizing, vacuuming, and tidying shared office and lounge spaces, and setting up shared spaces for any group activities scheduled to take place in the upcoming day
Coordinate response to maintenance requests, in consultation with the Regional Shelter Operations Manager and other MCCAC staff designated to handle facilities matters
Conduct data entry and other program compliance activities as requested, and assist Regional Shelter Operations Manager with logistical and deep cleaning activities if a guest is moving in or out of a unit
Attend weekly Annex staff/Multi-Disciplinary Team Meetings to coordinate services/support for guests
Emergency/Overnight Incident Response
During their scheduled shifts when each On-Site Property Manager is assigned to stay on-site and monitor the on-call Annex cell phone, they:
Respond promptly to calls and follow crisis response protocols to address emergencies or other incidents on-site
Coordinate with on-site overnight security staff to address issues in the event that they arise overnight, and use superb judgment to determine whether or not an overnight incident is severe enough that the Regional Shelter Operations Manager should be called to assist with the response
Include information in the next morning’s overnight/on-call shift report in order to inform other Annex staff, the Regional Shelter Operations Manager, and other MCCAC leadership team members of what took place in the event of an emergency or incident overnight (and make recommendations about next steps if needed)
Knowledge, Skills, and Abilities:
Skills, knowledge and demonstrated abilities in areas of emergency shelter services, housing services, street outreach, client advocacy, equity and racial justice, and/or homeless services delivery
Strong critical thinking skills and superior judgment in complex scenarios
Good oral and written communication skills
Organized, accurate and concise with attention to detail
Well developed team-building and problem-solving skills
Proficiency in Microsoft Office platforms and ability/willingness to use other technological platforms for data, documentation, scheduling, and virtual meeting purposes
Personal traits including patience, tolerance, caring, maturity, and understanding
Bilingual in English/Spanish a plus (see info below about additional compensation for bilingual candidates)
Qualifications:
Minimum of High School diploma or GED equivalent required
Experience working in homeless or social service programs, and/or lived experience navigating such programs
Position Details:
This position is rated as active with frequent kneeling, stooping, bending, and sitting, regularly requires the individual to lift 30 pounds

Shift schedules: Each of the two On-Site Property Managers are designated to work a regular shift schedule. If they cannot work a regularly scheduled shift they may coordinate with the Regional Shelter Operations Manager and other staff to make arrangements to cover it. Schedules are:
Property Manager A: 45 hours per week
9pm-12am Friday (3 hours)
12am-9am Saturday (9 hours)
9pm-12am Saturday (3 hours)
12am-9am Sunday (9 hours)
9pm-12am Sunday (3 hours)
12am-9am Monday (9 hours)
Total: 45 hours/week
Property Manager B: 39 hours per week
12am-10am Tuesday (10 hours)
9pm-12am Tuesday (3 hours)

9pm-12am Thursday (3 hours)
Total: 39 hours/week
Compensation:
$19.26/hour for first 40 hours worked each week, $28.89/hour (1.5 times regular rate) for hours worked in excess of 40 each week.
On-Site Property Manager A working (approximately 45 hours/week) =
approximately $47,572.20 annually
On-Site Property Manager B working (approximately 39 hours/week) =
approximately $39,059.28 annually
The values shown above are examples based on currently anticipated shift schedules. These shift schedules and hours are not guaranteed, and may change on a going-forward basis at any time. Actual compensation will vary depending on the number of hours worked by the On-Site Property Manager each work week.

Lodging and Utilities option: MCCAC has two units (a one-bedroom and a two-bedroom) on-site at The Annex that one or both On-Site Property Managers may voluntarily opt to reside in for their private benefit. The reasonable cost or fair value of these units are:
The one-bedroom apartment and all utilities paid including electric, gas, water, garbage, and internet is valued at $15,900 annually (equivalent to $1,325.00 monthly or $305.77 weekly) in 2023.
The two-bedroom apartment and all utilities paid including electric, gas, water, garbage, and internet is valued at $19,800 annually (equivalent to $1,650.00 monthly or $380.77 weekly) in 2023.
If an On-Site Property Manager decides they would like to live in one of these units, they will be asked to provide rental references to be checked by MCCAC, and sign a lease agreement with MCCAC for their unit. The value of the unit will then be credited toward MCCAC’s wage obligation for the duration of the of time lodging and utilities are provided.
For example, if the On-Site Property Manager hired to work Shift Schedule 1 (45 hours/week) voluntarily chose the Lodging and Utilities Option for MCCAC’s two-bedroom apartment, MCCAC would credit the weekly cost or fair market value of the lodging and utilities provided toward the weekly wage obligation as follows:
40 hours worked x $19.26/hr. = $770.40 regular wages
5 hours worked x $28.89/hr. = $144.45 overtime wages
Total weekly wages = $914.85
$914.85 Total weekly wages
- $380.77 weekly cost/fair value of apartment
$534.08 weekly wages due
In this example, the On-Site Property Manager would receive gross wages in the amount of $770.40 plus lodging valued at $380.77 for a total value of $1,151.17.
