Job Purpose:
Shelter Staff play a key role in working to promote stabilization and safety for shelter clients. In addition to maintaining Pallet Shelter Site and supporting clients to follow program guidelines, Shelter staff collaborate with clients on housing planning to transition to permanent housing. This will be accomplished through partnership with outreach and housing service providers, culturally specific organizations, and community-based organizations to ensure that individuals and families experiencing houselessness have access to the resources need to regain and maintain housing stability. MCCAC housing assistance programs promote stability and racial equity through advocacy, empowerment, financial and tenant education, employment and skill building, and coordination of supports and services which enable households to improve their economic and housing stability
Duties, Tasks, and Responsibilities:
Program Administration
• Intake clients into Shelter as needed.
• Follow crisis response protocols and document incidents
• Maintain knowledge of and practice current CDC and other health authority guidelines to ensure the health and safety of shelter
• Support shelter clients in following clients’ agreements
• Assist with Pallet bi-weekly health and safety inspections of Pallet Units
• Provide case management and linkage to basic needs resources such as food boxes and hygiene supplies
• Link program participants to all available community resources that will assist in housing stability and increase household income.
•Coordinate services to Black, Indigenous, People of Color and LGBTQ+ community members through partnerships with culturally specific organizations and other organizations providing services specific to these community members
• Utilize Harm Reduction, Trauma Informed Care, Rapid Rehousing and Housing First approaches to serve clients
• Assist in connecting clients with employment related resources
• Cleaning and maintaining restrooms, showers, and laundry room as needed
Program Compliance
• Enter client specific data into the Homeless Management Information System data base system, for tracking and reporting purposes.
Knowledge, Skills, and Abilities:
• Skills, knowledge and demonstrated abilities in areas of emergency shelter services, housing services, street outreach, client advocacy, equity and racial justice and homeless service delivery

Job Purpose:
The Grants and Contracts Administrator is responsible for managing grant and contracts administration activities both within MCCAC and for MCCAC’s partner organizations who receive subawards from MCCAC. The Grants and Contracts Administrator provides training and technical assistance to ensure successful implementation of MCCAC's and the Mid-Columbia Houseless Collaborative's (MCHC) programs. MCCAC manages dozens of grants and contracts with federal, state, local, and private entities. The person in this position plays a central role in navigating complex funding streams while prioritizing continued strong working partnerships that support MCCAC's mission to prevent and eliminate poverty and houselessness.
This is a new position at MCCAC and for the first 18 months one of the priority projects of the Grants and Contracts Administrator will be supporting MCCAC and other partner agencies based at MCCAC’s Gloria Navigation Center to successfully launch Health Related Social Needs (HRSN) services through Oregon’s new Medicaid 1115 Waiver. The 1115 Medicaid Waiver and accompanying HRSN benefits are intended to improve health outcomes for communities that have been disproportionately affected by health inequities; at MCCAC we are focused on Housing and Outreach and Engagement benefits. While experience within health services could be a strength brought to this position, there is also be the opportunity for the person in this position to learn with and alongside our MCCAC team as we launch HRSN services. The Contracts and Grants Administrator works closely with MCCAC’s Leadership Team and reports to the Development and Partnerships Director.
Duties, Tasks, and Responsibilities:
The Grants and Contracts Administrator will support MCCAC programs and partnerships through completion of the following duties, tasks, and responsibilities:
Pre-Award Activities (15%):
Support research and identification of potential grant opportunities that align with organizational goals and promote long-term sustainability of MCCAC’s HRSN and other cross-sector care coordination efforts
Support the preparation and completion of compelling grant proposals and budgets as needed
Contract Negotiation and Execution (20%):
Maintain comprehensive digital database of existing grant/funding contracts, accompanying policies, and other pertinent documents
Coordinate closely with MCCAC’s team and partner organizations to ensure thorough cross-functional review of new contracts with a focus on 1) approach for achieving articulated program goals, and 2) screening/planning for adherence to potential administrative requirements of new funding sources
Conduct required risk assessments and other proposal activities as outlined in MCCAC’s subaward policies
Coordinate the process of executing MCCAC awards and subawards, with support from MCCAC’s relevant leadership team members
Post-Award Activities (60%):
Develop and maintain strong working relationships with grantors and funding agencies
Work with relevant MCCAC team members and agencies receiving MCCAC subawards to coordinate grant activities
Coordinate post-award grant launch meetings and lead the creation of condensed internal guidance documents
Ensure alignment with service delivery workflows and program oversight and monitoring, with a priority focus on the launch of HRSN and related care coordination services beginning in fall 2024
Manage all grant tracking and reporting, including by ensuring invoicing and reporting deadlines outlined in contracts are met in coordination with relevant MCCAC team members and subaward contacts
Coordinate with MCCAC’s finance and program teams to monitor grant expenditures, ensure compliance with grant requirements, and provide regular financial reports and updates to senior management
Ensure MCCAC adheres to its subaward policies and procedures
Provide strengths-based training and technical assistance as needed to ensure equitable access to funding for culturally specific and responsive organizations, with a focus on areas such as program implementation, data management, and reporting and an emphasis on launching HRSN and related care coordination services
Budget Coordination (5%)
Utilize grants/contracts expertise to support MCCAC’s finance and leadership teams to set MCCAC’s annual agency budget
Coordinate with and communicate updates to all relevant stakeholders when changes to individual grants’ budgets need to be made, while ensuring adherence to required budget change process(es)

KPI: Play a key leadership role on Gloria Center care coordination team on developing, modifying, and integrating data systems to support HRSN and other key housing stabilization programs, optimizing collaboration and efficiencies while supporting service delivery.
KPI: Develop and implement workflows to manage data quality across systems including HRSN to streamline processes and minimize duplications.
Provide on-boarding and training for MCCAC staff, Health Council Staff, and other Gloria Center and Houseless Collaborative partners’ staff on data systems needed to support HRSN.

Supportive Services for Veterans and Family Case Manager:
This position is centered towards Veterans that are low income and are houseless or at risk of losing their housing. The Housing Stabilization Specialist will provide support and resources to veterans that qualify for SSVF enrollment and have the ability to recognize the unique challenges faced by this population. This role involves working collaboratively with veterans to develop individualized action plans, connect them to necessary resources, and advocate for their needs.
Job Purpose:
The Housing Stabilization Specialist will play a key role in working to end houselessness and addressing barriers to housing access in the MCCAC service area. The Specialist assists participant households in their efforts to attain and/or maintain permanent housing. This position is a case management position with a focus on housing access, retention, and stabilization. Day-to-day priorities may include coordination with housing providers, landlords, health care entities, social service providers, transportation, education and workforce development stakeholders, and state and federal agencies, to ensure that individuals and families that are looking for or working to maintain housing have the supports in place that are necessary to meet these goals. The Housing Stabilization Specialist will also provide case management check-ins with participants to coordinate housing stability plans and any on-going needed support to help maintain permanent stable housing. The position may also have a light focus on street outreach, when necessary. Outreach priorities will include providing case management and linking houseless clients to basic needs resources such as food boxes and hygiene and linking program participants to other available community resources that will assist in housing stability.
Program Delivery (90%):
Assist clients in designated program(s) to develop housing stability plans including but not limited to financial and self-sufficiency goals. This includes conducting intake interviews to determine client’s needs, goals, and eligibility.
Mediate and advocate with landlords, on behalf of program participants, to ensure housing is successfully secured and/or maintained.
Create and maintain consistent communication channels, both verbal and written, between several parties (i.e... tenant, landlord referral source, and collaborating agencies)
Assist participants in development of strength based/solution- focused goals that promote permanent housing and self-sufficiency.
Develop an effective and timely referral network to ensure clients are able to connect to the correct resources that remove or prevent housing barriers. This includes maintaining an active understanding of mainstream and community resources, both at MCCAC and partner service providers, that assist clients with achieving goals related to housing stabilization and overall health and well-being.
Work in collaboration with MCCAC’s housing referral and intake coordinator and homelessness data management and technical assistance specialist to engage with new clients and complete regular client intakes and data entry/quality activities as required by assigned program(s) and grant(s).
Effectively manage schedule of casework related appointments to facilitate positive client-housing stabilization relationships, and other key relationships that promote client success, such as client-landlord relationships.
Educate clients of their rights and responsibilities under Oregon Residential Lease Agreements and Tenant-Landlord Law.
Educate landlords, partner organizations, and caseworkers about rapid rehousing assistance, eviction prevention assistance, and/or other other supportive services offered by MCCAC, as assigned.
Serve as lead liaison to houseless community members and/or those at risk of losing housing in assigned county(ies) who are in need of rapid rehousing, eviction prevention or other housing placement/retention assistance, including by generating and sending letters and otherwise corresponding with landlords upon clients’ submission of rapid rehousing assistance, eviction prevention assistance and other related program applications
Program administration, compliance, and training (10%):
Maintain case files according to documentation requirements established by MCCAC internal policies and state and federal grant policies (including end of year file retention process)
Support timely data entry in Homelessness Management Information System, Connect Oregon and other systems utilized by MCCAC to manage housing/shelter client data
Utilize online vouchering system in Smartsheets and PEX system to track rapid rehousing assistance, eviction prevention assistance and other payments incurred by the organization on behalf of assigned clients
Utilize billing systems to track time worked, including timesheets and other tracking systems for functions such as Medicaid billing for time spent supporting Oregon Health Plan enrolled clients to navigate appropriate housing stabilization resources
Meet monthly with Housing Stabilization Manager to assess assigned program budget(s) and policy(ies) and ensure adherence to program budgets and policies
Collaborate with fellow MCCAC Housing Stabilization staff, Shelter staff, and caseworkers from relevant partner organizations to do case conferencing and make waitlist updates
Attend Traditional Health Worker training and become certified by the State of Oregon (Oregon Health Authority) within the first year of employment (MCCAC will provide the training opportunity and pay for the cost for training)
Utilize Harm Reduction, Trauma Informed Care, Rapid Rehousing, culturally responsive, and Housing First approaches to serve clients
Conduct weekly or monthly check-ins with clients who have open street outreach or housing placement/retention cases with MCCAC; complete required documentation and re-assessment paperwork on a timely basis, and coordinate additional referrals as needed
Close street outreach and housing placement/retention cases and complete appropriate paperwork according to clients’ individual case plans and MCCAC program guidelines

Job Purpose:
The Bilingual Housing Stabilization Specialist will play a key role in working to end houselessness and addressing barriers to housing access in the MCCAC service area. The Specialist assists participant households in their efforts to attain and/or maintain permanent housing.
This position is a case management position with a focus on housing access, retention, and stabilization. Day-to-day priorities may include coordination with housing providers, landlords, health care entities, social service providers, transportation, education and workforce development stakeholders, and state and federal agencies, to ensure that individuals and families that are looking for or working to maintain housing have the supports in place that are necessary to meet these goals.
The Bilingual Housing Stabilization Specialist will also provide case management check-ins with participants to coordinate housing stability plans and any on-going needed support to help maintain permanent stable housing. The position may also have a light focus on street outreach, when necessary. Outreach priorities will include providing case management and linking houseless clients to basic needs resources such as food boxes and hygiene, and linking program participants to other available community resources that will assist in housing stability.
Program Delivery (90%):
● Assist clients in designated program(s) to develop housing stability plans including but not limited to financial and self-sufficiency goals. This includes conducting intake interviews to determine client’s needs, goals, and eligibility.
● Mediate and advocate with landlords, on behalf of program participants, to ensure housing is successfully secured and/or maintained.
● Create and maintain consistent communication channels, both verbal and written, between several parties (i.e... tenant, landlord referral source, and collaborating agencies)
● Assist participants in development of strength based/solution- focused goals that promote permanent housing and self-sufficiency.
● Develop an effective and timely referral network to ensure clients are able to connect to the correct resources that remove or prevent housing barriers. This includes maintaining an active understanding of mainstream and community resources, both at MCCAC and partner service providers, that assist clients with achieving goals related to housing stabilization and overall health and well-being.
● Work in collaboration with MCCAC’s housing referral and intake coordinator and homelessness data management and technical assistance specialist to engage with new clients and complete regular client intakes and data entry/quality activities as required by assigned program(s) and grant(s).
● Effectively manage schedule of casework related appointments to facilitate positive client-housing stabilization relationships, and other key relationships that promote client success, such as client-landlord relationships.
● Educate clients of their rights and responsibilities under Oregon Residential Lease Agreements and Tenant-Landlord Law.
● Educate landlords, partner organizations, and caseworkers about rapid rehousing assistance, eviction prevention assistance, and/or other other supportive services offered by MCCAC, as assigned.
● Serve as lead liaison to houseless community members and/or those at risk of losing housing in assigned county(ies) who are in need of rapid rehousing, eviction prevention or other housing placement/retention assistance, including by generating and sending letters and otherwise corresponding with landlords upon clients’ submission of rapid rehousing assistance, eviction prevention assistance and other related program applications
Program administration, compliance, and training (10%):
● Maintain case files according to documentation requirements established by MCCAC internal policies and state and federal grant policies (including end of year file retention process)
● Support timely data entry in Homelessness Management Information System, Connect Oregon and other systems utilized by MCCAC to manage housing/shelter client data
● Utilize online vouchering system in Smartsheets and PEX system to track rapid rehousing assistance, eviction prevention assistance and other payments incurred by the organization on behalf of assigned clients
● Utilize billing systems to track time worked, including timesheets and other tracking systems for functions such as Medicaid billing for time spent supporting Oregon Health Plan enrolled clients to navigate appropriate housing stabilization resources
● Meet monthly with Housing Stabilization Manager to assess assigned program budget(s) and policy(ies) and ensure adherence to program budgets and policies
● Collaborate with fellow MCCAC Housing Stabilization staff, Shelter staff, and caseworkers from relevant partner organizations to do case conferencing and make waitlist updates
● Attend Traditional Health Worker training and become certified by the State of Oregon (Oregon Health Authority) within the first year of employment (MCCAC will provide the training opportunity and pay for the cost for training)
● Utilize Harm Reduction, Trauma Informed Care, Rapid Rehousing, culturally responsive, and Housing First approaches to serve clients
● Conduct weekly or monthly check-ins with clients who have open street outreach or housing placement/retention cases with MCCAC; complete required documentation and re-assessment paperwork on a timely basis, and coordinate additional referrals as needed
● Close street outreach and housing placement/retention cases and complete appropriate paperwork according to clients’ individual case plans and MCCAC program guidelines

Job Purpose:
The Community Engagement Coordinator is responsible for engaging with the community, partner organizations, and other stakeholders to support MCCAC's and the Mid-Columbia Houseless Collaborative's (MCHC) community engagement and advocacy efforts. This role is crucial in building and maintaining strong community relationships and supporting MCCAC's mission to prevent and eliminate poverty and houselessness. The strengths and experience of the successful candidate will also partially define this job description. The Community Engagement Coordinator works closely with and reports to the Development and Partnerships Director.
Duties, Tasks, and Responsibilities:
Note: “KPI” means “Key Performance Indicator,” a measurable responsibility or outcome that will be assessed during annual performance evaluations for this position.
The Community Engagement Coordinator generally spends 50% of their time on coordination of resources, partnerships and service enhancements to support MCCAC’s shelter locations and 50% on strategic development work aligned with the priorities and actions outlined in the Mid-Columbia Houseless Collaborative’s strategic plan.
The Community Engagement Coordinator supports MCCAC programs and partnerships through completion of the following duties, tasks, and responsibilities:
Community Engagement, Outreach and Advocacy (70%)
KPI: In coordination with MCCAC program staff and in alignment with the MCHC strategic plan, attend, plan and facilitate community-based outreach and convening and advocacy events and efforts at a minimum on a quarterly basis to support awareness of MCCAC programs and services.
KPI: Support the creation and distribution of community engagement and advocacy materials including website content, social media content, newsletters, flyers, and other materials and projects.
Assist with planning and convening for the MCHC's quarterly meetings and workgroups.
KPI: Coordinate sustained recruitment, training, and engagement of community volunteers to support projects of MCCAC and MCHC and to increase community support for our efforts; assist with volunteer acknowledgement and appreciation.
Ensure engagement of community volunteers and other supporters, including in-kind forms of support, is tracked using MCCAC's Little Green Light database.
Assist in ensuring volunteer engagement is in compliance with personnel policies, including through processing volunteer applications and background checks.
Using in-person strategies, social media, and the Purposity platform, coordinate with MCCAC Housing and Shelter staff, and with the community, to facilitate donations of supplies requested by MCCAC’s houseless clients.
Assist with relationship building, advocacy efforts, and event planning for MCCAC and with partner organizations, landlords, local chambers of commerce, housing authorities, and partner organizations of the Collaborative to carry out priority projects and meet objectives outlined in the MCHC strategic plan.
Communication and Marketing (30%)
KPI: Support the development and distribution of materials necessary for MCCAC's marketing, outreach, training, convening, and/or education efforts, including related to HRSN services; ensure materials align with MCCAC's strategic communications plan and with the priorities of the MCHC strategic plan.
KPI: Create content for MCCAC's social media and website, newsletters, flyers, and other communication materials in alignment with MCCAC's strategic communications plan and in collaboration with MCCAC program managers.
Facilitate earned media efforts to amplify voices of key MCHC supporters, validators, and clients.
KPI: Develop a calendar of relevant public meeting agendas; in coordination with MCCAC leadership, coordinate information sharing, and/or advocacy presence at these events.

Ensure that agency brochures and collateral are up to date and well stocked.

The Housing Placement and Retention Specialist plays a key role in working to end houselessness and addressing barriers to housing access in the MCCAC service area. This position is a case management position with a minor focus on street outreach (5% of working hours directed towards literal street outreach), and large focus on housing placement, retention, and overall stabilization. Outreach priorities include providing case management and linking houseless clients to basic needs resources such as food boxes and hygiene, and linking program participants to other available community resources that will assist in housing stability. Housing placement, retention, and stabilization priorities include coordinating with housing service providers, landlords, community partner organizations such as health care entities, social service providers, transportation providers, education and workforce development stakeholders, state and federal agencies that provide mainstream resources, and houseless clients to ensure that individuals and families experiencing houselessness can find and stay in housing—and connect to resources in other areas that promote longer-term health, well-being, and housing stabilization. The position works under the supervision of MCCAC’s Housing Stabilization Manager.
Duties, Tasks, and Responsibilities:
Client outreach, resource navigation, and referral (5-10%):
(Limited) Performance of street and camp outreach with housing program staff and partners to engage with families and individuals experiencing houselessness, which may include responding to referrals requesting street outreach services and helping address physical and safety needs of people experiencing houselessness, especially in scenarios when extra street outreach support is necessary such as during severe weather events
Housing Placement and Retention Program Delivery (75-85%):
Enroll eligible clients in MCCAC’s rapid rehousing and other houseless assistance programs
Maintain active understanding of mainstream and community resources, both at MCCAC and from other service providers or agencies, that may assist clients with achieving goals related to housing stabilization and overall health and well-being
Work in unison with MCCAC’s intake specialist to complete regular client intake and casework appointments in person, via phone, and via workshops to assist clients to access MCCAC housing assistance programs that can help promote housing stability
Work with designated clients to assist them to develop housing stabilization plans, find and get approved for housing, and accessing community resources that promote housing and overall stabilization (including HUD vouchers, SSI and other benefits, health care, behavioral health resources, and substance use disorder resources, food resources, employment services, money management counseling, credit repair, etc.) as needed
Coordinate communication between clients, support networks, peers, and service providers to help them connect with needed community resources and to meet their own needs or build personal resilience and resource literacy when possible
Support clients to manage social and health challenges related to housing stabilization
Educate landlords, partner organizations, and caseworkers about rapid rehousing assistance and other supportive services offered by MCCAC. Serve as lead liaison to houseless MCCAC clients in assigned county(ies) who are in need of rapid rehousing and other housing placement/retention assistance, including by:
Generating and sending letters and otherwise corresponding with landlords upon clients’ submission of rapid rehousing assistance and other related program applications o Ensuring timely payments are made to landlords or other relevant vendors for recurring and one-time expenses MCCAC covers on behalf of clients enrolled in rapid rehousing
Program administration, compliance, and training (10-15%):
Select clients for housing placement/retention caseload from MCCAC’s program waitlists according to pre-established waitlist prioritization criteria
Provide clients with a list of necessary documentation to bring to appointments • Maintain case files according to documentation requirements established by MCCAC internal policies and state and federal policies (including end-of-year file retention process) • Support timely data entry in Homelessness Management Information System and others • Utilize Smartsheets vouchering system to track rapid rehousing assistance and other systems, such as PEX, to track other MCCAC funds being used for street outreach, housing placement, and housing retention costs
Meet monthly with Housing Stabilization Manager to assess rapid rehousing and street outreach program budgets and policies and ensure adherence to program budgets
Meet regularly with fellow MCCAC Housing Stabilization staff, Shelter staff, and caseworkers from relevant partner organizations to do case conferencing and make waitlist updates • Utilize Harm Reduction, Trauma Informed Care, Rapid Rehousing, culturally responsive, and Housing First approaches to serve clients
Conduct weekly or monthly check-ins with clients who have open street outreach or housing placement/retention cases with MCCAC; complete required documentation and re-assessment paperwork on a timely basis, and coordinate additional referrals as needed
Close street outreach and housing placement/retention cases and complete appropriate paperwork according to clients’ individual case plans and MCCAC program guidelines

Housing Stabilization Specialists are also empowered to convene support groups or plan group activities among guests and to build individual rapport with guests to promote greater emotional health, wellness and resilience during challenges.
Duties, Tasks, and Responsibilities:
Operations and Administration
Housing Stabilization Specialists work designated shifts at The Annex site throughout the week (see final page of this document for more info on each of the four shift schedules), during which they:
• Assist with initial guest intake and assessments
• Follow crisis response protocols and document incidents on-site
• Maintain knowledge of and practice current CDC and other health authority guidelines to ensure the health and safety of guests and staff
• Support guests to follow guest agreements, appropriately address scenarios when guidelines aren’t followed • Conduct health and safety inspections of units
• Assist with other site operations as needed such as by managing supplies, coordinating delivery of meals, supervising scheduled group activities, supporting the Regional Shelter Operations Manager to carry out mandatory group meetings with guests living on-site, etc.
Supportive Services and Housing Casework
Each Housing Stabilization Specialist will conduct the following types of activities with Annex guests. Specialists may have designated “caseloads,” the size and scope of which may differ depending on their background and areas of expertise, the current roster and needs of Annex guests, and other considerations. • Build rapport and trusting, supportive relationships
• Conduct housing stabilization casework using a Housing First Approach and motivational interviewing, trauma-informed, harm reduction, and culturally competent skills to support guests to build on strengths and develop housing stabilization plans according to those strengths
• Assist shelter guests with linkage to basic needs resources such as food boxes and hygiene supplies • Assist shelter guests to learn about and access available community resources that will promote guests’ housing stability and increase household income; this includes but is not limited to MCCAC’s housing stabilization assistance programs and mainstream and community resources such as housing vouchers, Medicaid, Social Security benefits, tuition and student support services, behavioral health and substance abuse recovery supports, etc.
• Help coordinate services from culturally specific and responsive service providers for guests staying at the Annex who are enrolled in or eligible for programs offered by these providers
• Approach housing casework using a Housing First approach and available rapid rehousing and other housing stabilization resources
• Assist in connecting clients with job applications as requested and employment related resources
Data and Compliance
• Enter client specific data into the Homeless Management Information System database system as needed for tracking and reporting purposes

Job Purpose:
The Bilingual Bridges to Health Community Health Worker plays a key role in working to end houselessness and addressing barriers to housing access in the MCCAC service area. This position is a blended case management position, focused both on street outreach and housing placement/stabilization. Outreach priorities include providing case management and linking houseless clients to basic needs resources such as food boxes and hygiene, and linking program participants to other available community resources that will assist in housing stability. Housing placement priorities include coordinating with housing service providers, landlords, and houseless clients to ensure that individuals and families experiencing houselessness can find and stay in housing—and connect to resources in other areas that promote longer term health, well-being, and housing stabilization. The position works under the supervision of MCCAC’s Housing Stabilization Manager, and serves as a member of the Bridges to Health Pathways Program team.
Duties, Tasks, and Responsibilities:
Client case management, empowerment, and education (75%)
• Manage 20-25 active cases at any given time, which includes:
Street Outreach (10-15 cases):
o Perform street and camp outreach with housing program staff and community partners in
order to engage with families and individuals experiencing houselessness
o Respond to referrals from shelters, law enforcement, faith-based organizations, culturally
specific organizations, social service providers, employment specialists, physical and
behavioral health care providers, and community-based organizations
o Address physical and safety needs of individuals and families experiencing homelessness
to the extent possible and otherwise maintain/update waitlist for more intensive case work,
in coordination with the Bridges to Health Referral Coordinator and MCCAC Housing
Stabilization Staff
Housing Placement (10-15 cases):
o Assess clients’ barriers to housing, and partner with clients to develop housing
stabilization plans that they can commit to working on with MCCAC staff and partners
o Assist clients with initial housing placement, including the housing search and application
process, providing support as needed paying (eligible) application and move-in fees,
security deposits, and rental assistance, and assist with lease negotiation, etc.
o Schedule and conducting regular follow-up appointments with clients once they have been
placed in housing to assess progress of their housing stabilization plan, resolve issues
with landlords if any arise, and refer clients to additional resources as necessary
o Maintain active understanding of mainstream and community resources that may assist
clients with achieving goals outlined in their housing stabilization plans
• Coordinate and provide culturally relevant services to diverse communities experiencing
houselessness, including communities of color and LGBTQ+ community members
• Utilize Harm Reduction, Trauma Informed Care, Rapid Rehousing and Housing First approaches
Program training, administration, and compliance (25%)
• Attend Bridges to Health Pathways and MCCAC Housing Stabilization trainings and huddles • Provide clients with a list of necessary documentation to bring to housing placement and street outreach casework appointments
• Maintain case files according to documentation requirements established by the Bridges to Health Pathways Program, MCCAC internal policies, and state and federal policies
• Support timely data entry into Homelessness Management Information System and ActivateCare • Utilize Smartsheets vouchering system to track housing placement and street outreach funds • Meet monthly with MCCAC Housing Stabilization Manager to assess housing placement and
street outreach program budgets and policies, and re-evaluate or update both as needed • Meet regularly (at least monthly) with MCCAC Shelter, Outreach, and Housing Navigation staff in order to do case conferencing and make housing placement and street outreach waitlist updates • Respond to housing placement and street outreach related correspondence (via phone, e-mail, and in-person interactions) on a daily basis
• Close cases and complete appropriate documentation according to clients’ individual housing stabilization plans, guidelines established by MCCAC’s internal policies and grant requirements, and Bridges to Health Pathways program policies

• Ability to speak and write fluently in Spanish
• Satisfactory criminal background check

Utilities Assistance Program Compliance Specialist
The Utility Assistance Program Compliance Specialist will play a key role in working to mitigate poverty and heating availability through intake appointments and outreach in the MCCAC service area. The Housing Stabilization Manager delivers high-quality housing programs to eligible households experiencing housing instability or homelessness. These programs promote stability and racial equity through advocacy, empowerment and coordination of supports and services which enable households to improve their economic and housing stability. The Housing Stabilization Manager is tasked with leading the efforts in the fight against homelessness, reducing the impact of trauma caused by housing insecurity and by increasing access to MCCAC resources to Black, Indigenous and People of Color (BIPOC) and LQBTQ+ community members. The Housing Stabilization Manager provides leadership in the planning, design, implementation, and evaluation of all program components throughout MCCAC’s service areas. The Housing Stabilization Manager represents the agency in local, regional, and national forums promoting sound organizational and management innovations. The Housing Stabilization Manager is a member of the Executive Director’s leadership team, participating in staff meetings, strategic planning, developing short and long term service goals and objectives, agency resource development and outreach. “Housing Stabilization” means programs funded through Oregon Housing and Community Services (OHCS) Programs, the Department of Housing and Urban Development (HUD) Continuum of Care (CoC) and private and local resources.
