Job Purpose:

The Regional Shelter Operations Manager works alongside the Deputy Shelter Manager to oversee the day to day operations at the Annex, MCCAC’s year-round non-congregate shelter located in The Dalles, Oregon, and for the Hood River Shelter during the winter when MCCAC operates a seasonal shelter in Hood River, Oregon. The Regional Shelter Operations Manager works in partnership with the Executive Director to successfully prioritize the health, safety, and housing stabilization of shelter guests, and to effectively engage shelter staff, volunteers, and the community at-large in the provision of supportive services at MCCAC’s shelters. The Regional Shelter Operations Manager also manages a team of shelter staff to ensure smooth operation and staffing of shelter sites (shelters are staffed 24/7). The Regional Shelter Operations Manager guides shelter staff, volunteers, and guests to follow shelter operations policies in accordance with health and safety guidelines.

In addition to operations responsibilities, the Regional Shelter Operations Manager also coordinates with MCCAC’s Housing Stabilization Division, partner organizations, and providers to coordinate care for shelter guests. The Regional Shelter Operations Manager plays a key role in conducting intake assessments with clients and assisting with referrals; connecting shelter guests to community and social service resources; informing, motivating, and assisting shelter guests to receive effective and culturally appropriate services; assisting with transitions between providers and types of care; and facilitating shelter guests’ attendance at medical and other appointments. The Regional Shelter Operations Manager also plays a critical role in providing support to shelter guests and building services networks for shelter guests to access so they can eventually find and stabilize in permanent housing.

Duties, Tasks, and Responsibilities:

Supervision/ Management:

  • Establishes and maintains effective working relationships with partner agencies

  • Provides general supervision and support to all shelter site staff in The Dalles and the Hood  River; this includes facilitating training of staff on client-oriented skills such as mental health first aid, motivational interviewing, and trauma-informed care

  • Establishes work priorities, assigns duties, monitors and evaluates individual staff performance

  • Updates job descriptions and fill vacancies in program as necessary

  • Manages staff and volunteer functions including hiring, work plan establishment, professional development planning, evaluating, orienting, training, coaching, mentoring and disciplining

  • Guides, motivates and leads all assigned employees and volunteers

  • Provides guidance and support information to staff; including assisting in interpreting program policies and procedures, client concerns and payment decisions

  • Provides consultation to staff, volunteers and partner agencies on program issues

  • Oversees the recruitment, retention and job duties of volunteers

  • Addresses and responds to staff, client and volunteer concerns

Leadership/Oversight/Operations:

  • Provides vision, motivation and leadership to shelter employees and clients

  • Interprets all governmental statutes, regulations, transmittal notices and memorandums pertaining to shelter operations. Develops or revises policies and operating procedures based on this guidance.

  • Provides written documents and program reports to agency leadership, HUD Field Office, Oregon Housing and Community Services, and local and regional governments

  • Communicates any and all current or perceived risks or issues on the shelter site to the Executive Director

  • Ensures effective operations of The Annex and the Hood River Shelter. This includes but is not limited to ordering supplies, facilitating regular inspection of units and keeping shelter site clean and tidy, addressing repairs and maintenance needs, managing relationships with neighbors and effectively responding to concerns when they arise, and coordinating with law enforcement and emergency medical services to ensure prompt response to serious safety or health threats when they occur on shelter property

     Outreach, Care Coordination, Coaching, and Social Support:

  • The Regional Shelter Operations Manager does the following at The Annex and Hood River Shelter, in coordination with the Deputy Shelter Manager:

    • Conducts individual and family intake assessments with shelter guests and assists with referrals

    • Coordinates services for shelter guests with appropriate community and social service partners

    • Assists shelter guests with transitions between providers and types of care as necessary

    • Facilitates shelter guests’ attendance at medical and other appointments

    • Supports shelter guests to build natural and services networks that support guests’ longer-term housing stabilization

    • Supports shelter guests’ emotional health and wellness, and coaches shelter guests to manage social and health challenges and build resilience

    • Coordinates the availability of shelter space with community partners including law enforcement, behavioral health and culturally specific providers

    • Conducts other community engagement activities as necessary to educate community leaders and members about shelter offerings and system needs

Monitoring/Compliance:

  • Ensures compliance with all contractual requirements and fair housing rules

  • Assures that all required systems and records are maintained and up-to-date

  • Inputs shelter resident information into the Homeless Management Information System and regional Coordinated Entry system

Financial Management

  • Preparation and presentation of financial reports for reporting and grant development purposes

Knowledge, Skills, and Abilities:

  • Thorough knowledge of homeless shelter operations; those with lived experience with homelessness, behavioral health challenges or substance abuse encouraged to apply

  • Excellent oral and written communication skills

  • Ability to work in partnership with community organizations and client groups and navigate service systems

  • Excellent leadership, team building and problem solving skills

  • Proficiency in Microsoft Office platforms. Homeless Management Information System (HMIS) experience a plus.

 

Qualifications:

  • Three years experience in homeless shelter management and operations or other equivalent experience

  • Knowledge of current best practices related to shelter operations

  • Demonstrated experience and ability managing a team

 

Position Details:

  • The position may require some overnight shifts

  • This position is rated as active with frequent kneeling, stooping, bending, and sitting, regularly requires the individual to lift 30 pounds

  • Serve as MCCAC agency representative for after-hours concerns and emergencies at The Dalles shelter site and Hood River Shelter.

  • This position provides supervision and oversight of 4-6 shelter staff members year-round at The Dalles shelter site and 10-12 seasonal shelter staff in Hood River during the winter season. Additionally, the Regional Shelter Manager oversees the Deputy Shelter Manager

  • Fair Labor Standards Classification: Permanent position

  • Reports to: Executive Director

Pay and Benefits Information:

  • Salary: $70,000 annually
