Job Title: Data Analytics and Reporting Administrator

MCCAC is also the lead convener of the Mid-Columbia Houseless Collaborative (MCHC), which is a coalition of local governments and organizations on both sides of the Mid-Columbia River. MCHC is dedicated to reducing houselessness in the five-county Mid-Columbia region by expanding housing capacity and ensuring supportive services are provided in culturally affirming ways that uphold human dignity.

Job Purpose:

The Data Analytics and Reporting Administrator will play a key role in supporting MCCAC and partner organizations’ collaborative work at The Gloria Center for supportive services and is responsible for managing, analyzing, and reporting on data across MCCAC's programs and initiatives, including the Mid-Columbia Houseless Collaborative (MCHC). This role is crucial in providing data-driven insights to support decision-making, improve program effectiveness, and demonstrate the impact of MCCAC's work.

This is a new position at MCCAC and for the first 18 months the Data Analytics and Reporting Administrator’s priority project will be supporting the successful launch of Health Related Social Needs (HRSN) services through Oregon’s new Medicaid 1115 Waiver. The 1115 Medicaid Waiver and accompanying HRSN benefits are intended to improve health outcomes for communities that have been disproportionately affected by health inequities; at MCCAC we are focused on Housing and Outreach and Engagement benefits. While experience within health services could be a strength brought to this position, there is also the opportunity for the person in this position to learn with and alongside our MCCAC team as we launch HRSN services. The Data Analytics and Reporting Administrator reports to the Development and Partnerships Director.

Duties, Tasks, and Responsibilities:

Note: "KPI" means "Key Performance Indicator," a measurable responsibility or outcome that will be assessed during annual performance evaluations for this position.

The Data Analytics and Reporting Administrator supports MCCAC programs and partnerships through completion of the following duties, tasks, and responsibilities:

Operational and Business Practices (30%)

  • KPI: Play a key leadership role on Gloria Center care coordination team on developing, modifying, and integrating data systems to support HRSN and other key housing stabilization programs, optimizing collaboration and efficiencies while supporting service delivery.

  • KPI: Develop and implement workflows to manage data quality across systems including HRSN to streamline processes and minimize duplications.

  • Provide on-boarding and training for MCCAC staff, Health Council Staff, and other Gloria Center and Houseless Collaborative partners’ staff on data systems needed to support HRSN.

  • Ensure efficient and effective oversight, monitoring, and reporting of HRSN referrals and services and strategic analysis of outcomes and opportunities for enhancing equitable access to HRSN and other services being offered at The Gloria Center.

  • Ensure referral and service delivery workflows yield successful contractual oversight and monitoring results.

  • Provide technical assistance to MCCAC staff team and relevant partner organizations.

Data Management and Analysis (30%)

  • KPI: Develop and maintain a comprehensive data reporting system for all MCCAC programs and MCHC initiatives, ensuring data accuracy, consistency, and accessibility.

  • KPI: Conduct regular data analysis to identify trends, patterns, and areas for improvement across MCCAC's programs and services.

  • Design and work with program managers to implement data collection methodologies to capture relevant metrics and prevent unnecessary duplication of data entry efforts for MCCAC's programs, including HRSN services.

  • KPI: Create and maintain dashboards and visualizations to communicate key metrics and program outcomes to staff, board members, and external stakeholders.

  • Collaborate with program managers to define and track program-specific KPIs and outcome measures.

Reporting and Communication (30%)

  • KPI: Produce regular reports on program performance, outcomes, and impact for internal and external stakeholders, including funders and partner organizations; ensure timely submission of required reports to funders, government agencies, and other stakeholders.

  • KPI: Lead coordination of key data collection and reporting projects, including Point in Time Count, in collaboration with Community Engagement Coordinator and other members of MCCAC team.

  • KPI: Create and confidently lead data-driven presentations, reports, and other materials in support of MCCAC and MCHC’s strategic plan goals, focusing on priority projects identified in goal setting with the Development and Partnerships Director.

  • Assist in the preparation of grant applications and reports by providing relevant data and analysis, both internally for MCCAC and to support the work of partner organizations.

Data Quality and Capacity Building (10%)

  • Make recommendations and coordinate closely with MCCAC staff team to implement necessary data quality improvement processes.

  • Develop and implement data quality assurance processes to maintain the integrity of MCCAC's data.

  • Stay informed about best practices in nonprofit data management and analytics and recommend improvements to MCCAC's data systems and processes.

 

Knowledge, Skills, and Abilities:

  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.

  • Ability to translate data in a digestible design format for internal and public-facing reports

  • Proficiency in Microsoft Office platforms and nonprofit systems. Smartsheet experience a plus. HMIS experience a plus. Bill.com experience a plus. Canva experience a plus.

  • Proficiency in data analysis tools and software (e.g., Excel, SQL, Tableau, Power BI).

  • Experience with database management and reporting systems.

  • Strong communication skills, with the ability to translate complex data into clear, actionable insights.

  • Strong public speaking skills and ability to communicate effectively with a variety of community stakeholders.

  • Knowledge of nonprofit program evaluation and impact measurement methodologies.

  • Familiarity with data privacy regulations and best practices for data security.

  • Ability to work collaboratively with diverse teams and stakeholders.

  • Strong problem-solving skills and attention to detail.

  • Commitment to MCCAC's mission and a strong interest in issues related to poverty, housing, and community development.

 

Qualifications:

  • Degree in a field related to mission and work, for example in Data Science, Statistics, Computer Science preferred or a minimum of High School diploma or GED and equivalent experience required.

  • Minimum of 3 years of experience in data analysis, reporting, and database management, preferably in a nonprofit or social services setting.

  • Demonstrated experience in creating data visualizations and dashboards.

  • Demonstrated ability create and present data-driven reports and presentations to a variety of stakeholders.

  • Knowledge of houselessness, affordable housing, and community development issues is preferred.

  • Prior to date of hire, and throughout employment certification of the following are required:

    • satisfactory background check

 

Position Details:

  • This position may require occasional overnight and out of area travel.

  • This position will require occasional work after hours and on weekends.

  • While performing the duties of this job, the employee is frequently required to sit for long periods, use hands to finger, handle, or feel, talk and occasionally lift up to 25 pounds.

Pay Structure Classification, Salary, and Benefit Information

  • MCCAC Pay Structure Classification: Administrator

    • Responsible for: High-level administration of technical/high-stakes, cross-functional/departmental project(s) or process(es) requiring significant expertise and qualifications.

  • Administrator Salary Range: $65,000 - $75,000 depending on experience and qualifications.

  • Benefits: MCCAC offers an excellent benefits package including Blue Cross medical insurance with the agency covering 90% for employees and dependents. Dental and vision coverage. Life insurance, 401k with 3% employer match, and paid vacation, holidays, and sick leave.
